Vote are very closely linked
and must, we think, be issued concurrently in
proportion to the share of the total capital
expenditure to be borne from each source.
In
other words it seems doubtful to us whether the
first £250,000 of capital expenditure should be
found entirely from C. & M. 3. S. Vote and the
second entirely from C.D. & W. It would be much
more in accord with usual procedure first to
approve the plan as a whole and then to provide
for the expenditure as it proceeds as to 50% from
C. & M. E. S. and as to 50% from C.D.W. This would,
we think, in no way hinder the issue of funds to
Hong Kong and would keep the accounting on a simple
